Subtitles for people who are deaf or hard of hearing consist of a synchronised text transcript of the spoken dialogue and other programmes sounds. They are usually contained in one or two lines of text along the bottom of the screen.
Without subtitles, deaf or hard of hearing television viewers often miss a lot of the content and meaning of programmes such as dramas, comedies, news, films and documentaries because much of the information is conveyed through spoken dialogue and other important sounds, a distant gunshot for example.

Ofcom's quarterly report on the provision of access services (subtitling, audio description and signing) reveals that almost all UK broadcasters are exceeding their quotas.
